Undo #5703 and just remove the trim_trailing_whitespace line.

Doug dc8530b457 Remove the .editorconfig file (#5703) 
`trim_trailing_whitespace = false` isn't actually what we want. We want the editor to trim non-blank lines but leave blank ones alone (which Xcode supports but editorconfig does not). Either way we have SwiftFormat rules for all of this now anyway.
