Add a new UserHooks container and move some AppHooks. (#6332)

* Add a UserHooks system with just the CreateRoomScreenHook for now.

* Move more hooks into UserHooks.

* Pass the ClientProxy to makeUserHooks instead of calling AppHooks.configure(with:).

* Update the Enterprise submodule.
