Replace Towncrier with GitHub releases + labels. (#2966)

Browse Source 
* Set up GitHub generated release notes.

* Remove Towncrier from the release script.

* Add changelog failures for Labels with Danger and stop requesting a changelog file.

* Update changelog documentation.
