Subject: [PATCH] Run all Renovate dependency groups on the same schedule

Tool and Compound dependencies had no schedule while project dependencies
were only updated every 2 weeks, so their PRs landed at unrelated times.
Put them all on the same biweekly Wednesday slot and rename the Compound
group to "Compound Dependencies" for consistency with the others.
