Benoit Marty be124610f0 Reuse the existing FakeOAuthActionFlow in RootFlowNodeTest 
RootFlowNodeTest was declaring its own no-op fake, while the oauth test
module already provides one. Use it, and move it out of the customtab
package, since it is not specific to the custom tabs.
