* Upgrade to `rustls-platform-verifier:0.2.0`.
This re-enables certificate revocation checks, but v0.2.0 contains a list of CRL servers that can be accessed using clear text requests to check the validity of certain certificates, which should fix the issue that prevented us from using certificate revocation and at the same time strengthening the security of the client app.
Since we already had some network configuration in Element X, and `network_security_config.xml` files can't be merged, what we can do is manually download and merge the XML contents using `tools/dependencies/update_rustls_platform_verifier.py` like this:

./update_rustls_platform_verifier.py 0.2.0
```
It will automatically bump the Gradle dependency and merge the security config entries.

This version contains a fix for issues in `v26.09.25` related to certificate verification.

* Use a patched fork of Konsist
The patch contains code to ignore hidden folders in the root project: by default, Konsist scans *every single file* in the root directory except for a few exceptions, and hidden folders were not a part of that.
That means `.git`, `.github`, etc. would be scanned to for no good reason and even worse, hidden folders used for worktrees would get scanned too, so Konsist would end up scanning the same project with small variations several times and OOMing / taking ages to finish.
* Make `Immutable/Stable` annotation check more performant. Also, fix case that was previously not found
* Update dependency org.matrix.rustcomponents:sdk-android to v26.09.08
* Fix API breaks:
- There's no `SyncServiceBuilder.withProfilesExtension()` method anymore. This is now enabled unconditionally in the SDK.
- Timeline filters no longer use the `org.matrix.rustcomponents.sdk.TimelineEventFilter` FFI wrapper, but the `uniffi.matrix_sdk_ui.TimelineEventFilter` type directly. This also changes the underlying types used for inclusion/exclusion.

- `RoomListService.subscribeToRooms` is now `RoomListService.setRoomSubscriptions`.
