ci: rely on the runner image for the Android SDK
Drops the setup-android step from the release job and gates the swapfile
resize, which needs a hosted runner image and passwordless sudo.

mid-job; [self-hosted, Linux, X64] matches four persistent org runners.

fix(release): drop changesNotSentForReview from Play upload
Play now sends this app's changes for review automatically and the Edits
API rejects the parameter, so the AAB uploaded but the edit never committed.
